Abstract
The study develops a framework to assess organizations’ information systems security and practices and assesses the level of security readiness of rural and urban municipalities in Pennsylvania. Out of the 2,576 local governments invited to participate in the study, a total of 276 participated (184 rural and 92 urban). The findings indicate that significant differences exist between rural and urban municipalities’ level of security readiness in their information systems. More specifically, rural municipalities showed much higher level vulnerability than the urban counterparts. A detailed discussion of these vulnerable areas of the two types of municipality is provided.
