Abstract
Although Harbin No. 1 Tool Works has been practicing quality improvement for more than ten years, it has not made significant progress. A strategic plan and effective quality activities are needed to increase the competitiveness of its products in the international market. This study is designed to develop such a plan according to the experiences of successful companies in the world based on the theory of Dr. Deming, a noted quality and statistics expert.
