Abstract
This paper anticipates the context of the forecasting situation at a neighborhood level and attempts to model the subjective judgment of an entrepreneur regarding presales prediction of an offer. Our proposed model integrates the X-bar Chart technique and uses the Hurwicz's criterion— a judgmental bootstrapping approach. The paper provides end-users with a practical method to guide their decisions- making under conditions of uncertainty.
