School and District Leadership
Relevance to Primary Strand
The proposal, “7 Systems for Transforming Underperforming Schools,” directly aligns with the primary strand of School and District Leadership by providing a comprehensive, replicable framework for sustainable school improvement. Grounded in Dr. Marcus Scott IV’s proven leadership experience, the 7 Systems model emphasizes how effective leaders build capacity, create structure, and drive results through intentional systems that prioritize students first.
Each system—Instructional Leadership, Nurturing Culture & Climate, Structures for Success, Parent Involvement and Branding, Inspect What You Expect, Relationships Matter, and Employ & Empower the Right People—illustrates how leaders can transform vision into measurable outcomes. The framework empowers principals, district leaders, and leadership teams to implement data-driven practices, foster accountability, and inspire staff to deliver excellence. Ultimately, this proposal supports the strand’s goal by showcasing how strong, strategic leadership transforms underperforming schools into high-performing, student-centered environments.

Leadership / Development
Brief Program Description
Discover how to transform struggling schools into thriving, student-centered environments through Dr. Marcus Scott IV’s proven framework, I.N.S.P.I.R.E.: 7 Systems for Transforming Underperforming Schools. This dynamic session explores practical strategies for building leadership capacity, improving instruction, strengthening school culture, and driving measurable results. Participants will gain actionable tools for implementing sustainable systems that empower staff, engage families, and elevate student achievement—making school and district leadership not just effective, but transformational.
Summary
This session presents a comprehensive and replicable framework designed to transform underperforming schools into high-achieving, student-centered environments. Grounded in research-based practices and real-world application, the 7 Systems for Transforming Underperforming Schools model offers school and district leaders a practical roadmap for sustained improvement and measurable success.
Participants will explore seven interconnected systems that drive transformation: Instructional Leadership, Nurturing Culture and Climate, Structures for Success, Parent Involvement and Branding, Inspect What You Expect, Relationships Matter, and Employ and Empower the Right People. Each system emphasizes the power of intentional leadership and provides actionable strategies that can be immediately implemented to strengthen instructional practices, improve morale, and increase student achievement.
The session focuses on equipping leaders with tools to create a results-driven culture rooted in collaboration, accountability, and continuous improvement. Attendees will learn how to develop systems that align goals across classrooms, schools, and districts, ensuring consistency and coherence in instructional delivery and leadership practices.
Through engaging examples, reflection, and discussion, participants will gain insights into how to:
- Build leadership capacity that drives data-informed decision-making.
- Establish clear structures and routines that sustain growth.
- Foster relationships that enhance staff retention and student engagement.
- Create a culture where high expectations and equity coexist.
This presentation is not theory-based but practice-oriented—providing “take home” models, templates, and strategies adaptable to any school or district context. Participants will leave with a renewed sense of purpose and a concrete framework to transform challenges into opportunities for success through systematic, student-centered leadership.
Evidence
The proposed framework has been field-tested across multiple schools that experienced measurable academic and cultural transformation. Within three years of implementation, schools using this model demonstrated double-digit gains in literacy and math achievement, significant reductions in disciplinary incidents, and improved teacher retention rates. Student engagement, attendance, and family participation also increased as a result of consistent systems and leadership alignment.
The 7 Systems for Transforming Underperforming Schools framework is grounded in well-established educational research and leadership theory. It integrates principles from John Hattie’s work on visible learning and teacher clarity, Stephen Covey’s 7 Habits of Highly Effective People, and John Kotter’s 8 Stages of Leading Change. These foundational models emphasize goal alignment, instructional precision, relational trust, and distributed leadership—all critical components embedded within the seven systems.
The systems approach has proven effective in building sustainable structures that outlast individual leadership changes. By focusing on instructional leadership, organizational culture, and intentional accountability, the framework aligns with best practices in turnaround and continuous improvement research endorsed by the Wallace Foundation, Marzano Research, and the Center on School Turnaround.
Collectively, the evidence demonstrates that when schools operate within intentional systems—focused on instruction, culture, relationships, and empowerment—achievement and equity improve simultaneously. This proposal offers a tested, data-informed blueprint that bridges research and real-world application to guide school and district leaders in transforming underperforming schools into high-performing learning environments.
