Louis Cobb Jr., author of "Leading and Learning: Confessions of an Assistant Principal," dedicates his work to highlighting the critical role of assistant principals. He views this position as a bridge, fostering synergy between administration, teachers, students, and the community. Cobb emphasizes that assistant principals, through their leadership and empathetic communication, hold the key to shaping a positive school culture. Driven by this mission, Cobb inspires leaders to embrace "confluence," a concept he defines as creating "Link 11 Schools." This approach underscores the importance of understanding how each department within a school functions and its impact on student achievement. Cobb brings a wealth of experience to this philosophy. He has spent 23 years as an educator, with 8 dedicated to the role of assistant principal in both middle and high schools. His leadership extends beyond the classroom, as he also served as a high school Director of Athletics for six years. Cobb began his career excelling in the middle school classroom as an ELA teacher and later transitioned to supporting his colleagues as a literacy coach. Beyond his professional accomplishments, Cobb is a veteran of the United States Navy, a member of the Omega Psi Phi Fraternity, Inc. and a proud father of four. This proposal aims to create a robust framework that prioritizes both safety and academic achievement for all children and youth in our schools. Drawing from my lived experiences with school shootings and the subsequent safety protocols, this initiative seeks to foster a positive school culture while addressing the critical need for violence prevention, safety protocols, and academic success.
This proposal directly addresses the strand of Safety and Violence Prevention by reviewing the implementation of a comprehensive safety plan designed to protect all students. My experiences during school shootings revealed significant gaps in safety protocols that must be addressed. Key components of effective safety plans include:

Risk Assessment and Planning: Conducting thorough assessments of school environments to identify vulnerabilities and implement preventive measures.

Emergency Response Training: Providing regular training for staff and students on emergency response protocols to ensure that everyone knows how to act and respond in crisis situations.

Mental Health Support: Establishing mental health resources and support systems for students, recognizing that emotional well-being is crucial for safety. Emphasis must also be placed on the mental wellness of faculty, staff, and administrators.
By incorporating diverse perspectives from students, parents, and safety experts, we can create a comprehensive plan that ensures a safe and supportive environment for all.
This proposal also aligns with the strand of Academic Achievement and Leadership by recognizing that safety is foundational to learning. Consistent gains in academic achievement can only be attained in a positive school culture that prioritizes safety and well-being. The key components include:

After implementing the safety protocols that will be shared in this presentation, our high school had zero incidents of weapons in our school building during a four-year span by implementing a TSA type check-in process. Weapons are generally defined as firearms and knives. However, for this scope of work, metal objects that could be weaponized are included as well.

Among high schools, our school led the district with the lowest rate of referrals to the Student Disciplinary Tribunal Hearing with a total of twelve students being referred during the previous four-year span.

Achieved district-leading gains in the following tested subjects: Led the district in achievement in the following content areas: Algebra - 31 point gain, US History - 10 point gain. These gains are reported on the 2023-2024 End of Course data.
