Abstract
With approximately 10% of the U.S. K-12 population identified as English learners it is imperative for educators to understand and adhere to the Civil Rights mandates associated with this population of students. The purpose of this presentation to inform and engage participants by asking 8 guiding questions that all educators must be able to answer about linguistically diverse students they serve who are eligible for language support services. These simple questions with complex answers can be used to plan and address potential barriers to students’ success.

Professional Bio
Ayanna Cooper, Ed.D., is a consultant, writer, U.S. Department of State alumna, and advocate for culturally and linguistically diverse learners. She is the owner of ACooper Consulting, a business that provides technical assistance to state departments of education and other clients with the goal of improving outcomes for students. She emphasizes the importance of building capacity to develop and sustain English language programs, use English language proficiency data, and improve instructional practices. She is the author of And Justice for ELs; A Leader's Guide to Creating and Sustaining Equitable Schools, co-editor of Black Immigrants in the United States; Essays on the Politics of Race Language and Voice, and Language Magazine's Pass the Mic series editor. She is currently serving on the TESOL Board of Directors
