The Willow Hill Legacy started nine years after the end of slavery. Former Slave families in the Willow Hill area near Portal established a school just three years after education of any kind was brought to Bulloch County. The school closed in 1999 and in 2005 the Willow Hill Center was created. The center was created to tell the stories of these families and to keep their legacy alive for generations to come. 35 known African American Cemeteries have been found in Bulloch County and are the focus point for "If These Cemeteries Could Talk'.
